Abstract

The post-industrial period requires that welfare states of advanced economies pay attention to NSR and needs throughout the life cycle in order to support economic growth and ensure the wellbeing of households. This article assesses comparatively the extent to which the Spanish and Italian welfare states have addressed new social risks in terms of expenditure effort and its composition during the pre-crisis and crisis periods. The article further offers an interpretation of the trajectories ascertained in terms of availability of resources, population attitudes and policy actors' interests and positions.
