Resumen

Uno de los principales problemas con el que se enfrenta el proceso de construcción de las relaciones laborales europeas es la ausencia de una estructura de diálogo y negociación a escala sectorial estable y bien definida. De hecho, mientras que los niveles interprofesional y de empresa del sistema europeo de relaciones laborales han experimentado un importante desarrollo a partir del Protocolo Social del Tratado de Maastricht, los avances en el plano sectorial europeo han sido mucho más limitados.
