Javier Sebastián was born in Madrid in 1958. He received the MSc degree from the Technical University of Madrid (UPM), and the PhD degree from the University of Oviedo, in 1981 and 1985, respectively. Since 1992, he has been with the University of Oviedo, where he is currently a Professor. Regarding his research activity, it has been focused on power electronic circuits, especially on topics such as switching-mode power supplies, modelling of dc-to-dc converters, low output voltage dc-to-dc converters, high power factor rectifiers, LED drivers, dc-to-dc converters for envelope tracking techniques and for visible light communication and the use of wide band-gap semiconductors in power supplies. He is co-author of 88 papers in international journals and 239 papers in international conferences (mainly, IEEE journals and conferences), and more than 150 papers in Spanish journal and conferences. He has participated in 72 research projects (4 of them were EU projects) and he is one of the inventors in 3 patents held by ALCATEL. He has supervised 19 PhD theses. His research activity has been recognized with 6 “sexenios de investigación” and 1 “sexenio de transferencia”. Regarding his activity evaluating research activities, he was the responsible for the "Área de Ingeniería Eléctrica, Electrónica y Automática" in the Spanish Agency for Research Evaluation (ANEP) for 4 years. He has been collaborating with different regional, national and international agencies and institutions (ANEP, ANECA, AQU, Ikerbasque, Hong Kong Research Grants Council, "Fundación La Caixa", FUNCAS, etc) in the evaluation of researchers and research projects. He was an Associate Editor for the IEEE Transactions on Industrial Electronics for 5 years. He also was an Associate Editor for the "Special Issue on Power Converters and Control Techniques for Very Fast Response Applications" of the journal "IEEE Journal of Emerging and Selected Topics in Power Electronics". He is currently involved in the review of papers for IEEE journals such as the IEEE Transactions on “Industrial Electronics”, “Power Electronics”, “Industry Applications”, “Circuits and Systems”, “Instrumentation and Measurement”, “Industrial Informatics”, “Circuits and Systems-Part I”, "Microwave Theory and Techniques" and "Vehicular Technology", and also for the "IEEE Journal of Emerging and Selected Topics in Power Electronics". Occasionally, he was involved in reviews for journals from other publishers, as the "IEE Proceedings Part B", "IET Power Electronics", "Electric Power Systems Research", "Automatika" and "European Power Electronics Journal". Frequently, he also reviews papers for national and international conferences. He is currently involved in activities to promote science and engineering activities at regional level. Thus, he was a member of "Consejo Asesor de Investigación Científica y Tecnológica del Principado de Asturias", from 1998 to 2000, and of the “Consejo para la Investigación y la Innovación del Principado de Asturias", from 2018 to 2019. Now, he is a member of the Asturian Academy for Science and Engineering ("Academia Asturiana de Ciencia e Ingeniería", AACI).
