Abstract

The aim of this paper is to draw attention to the transformative potential of service allowances in the public sector from the perspective of digital and ecological transition. It is conceived on the basis of a case analysis: that of Spanish public Universities, identifying problems in their current administrative management and seeking digital solutions for improvement, both practical and conceptual. Compensations to public employees for travel expenses are traditionally conceived as purely operational and internal instruments and processes, safeguarding an individual right of such employees with a procedure that combines economic and personnel management elements. What this paper seeks to highlight is that, in addition to that, they can also be a good source of knowledge of a relevant part of the ecological footprint of the Administration and become a tool to fight climate change.
