Abstract
The Regulation on Territorial and Urban Planning is not merely a regulation that has limited itself to developing legislation on the matter. This regulation has also included developments of provisions contained in the state legal framework, as well as developments of the regional legal framework for which an express reference was not foreseen. The existing legal coverage, conditioning factors and limits are analysed.
