Abstract

This article provides a historical assessment of the European Union’s rural development policies and their implementation in Spain. In Spain, European policies have so far been the main policy response given to the rural question. However, their socioeconomic balance is poor. The amount of budget resources devoted to rural development has been small, while policies have been designed with a bias for farm subsidies as opposed to economic diversification or the promotion of better living conditions in rural areas. The article also examines the political roots of these problems, stressing the way in which EU institutions and member states positioned the rural questions within the agricultural policy agenda.
