Resumen

Los comités de empresa europeos constituyen la arena de diálogo social más desarrollada dentro del sistema europeo multi-nivel de relaciones laborales. El artículo revisa la trayectoria de consolidación de estos órganos para la representación de intereses laborales en la toma de decisiones corporativas en empresas transnacionales con operaciones en la Unión Europea. Se propone una periodización del proceso de creación de comités de empresa europeos en cuatro fases, identificando diferentes motivaciones internas y condicionantes externos. Para ello, además de analizar el despliegue de la regulación europea sobre información y consulta de los trabajadores en empresas transnacionales, se efectúa una explotación de la base de datos sobre comités de empresa europeos elaborada por el European Trade Union Institute y actualizada regularmente desde 1995. Nuestros resultados confirman la existencia de una estrecha vinculación entre el calendario de despliegue normativo y los avances en el proceso de creación de comités de empresa europeos, que explica los cambios de orientación y de ritmo dentro del mismo. Para concluir, el artículo argumenta que el carácter voluntarista de la regulación europea es uno de los factores explicativos de la actual parálisis de los comités de empresa europeos, a pesar del incremento de las tendencias de transnacionalización de empresas y sectores dentro de la Unión Europea.
