Abstract
Foster care was introduced in Spain in 1987, when new legislation created a child care system that was intended to provide a betteralternative for children needing out-of-home placement. Until then, practically the only option had been residential care, in whichchildren often remained for many years, if not indeed their entire childhood. Prioritizing the opportunity for children to grow up in afamily is one of the issues on which there is greatest consensus among lawyers, researchers and practitioners. However, in the twen-ty-odd years since its introduction, foster care has failed to become established as the priority option, and residential care continuesto predominate. This paper considers the historical development of foster care, analyzes the current situation in detail, and looks atthe lessons learned from the research so far and challenges for the future.
