Résumé
This research explores the implementation of the methodology for product life cycle management and its outcome at the University of La Rioja. The study is based on a complex process where several departments of the University of La Rioja and companies or other external public sectors interact. A public tender which has already been awarded will be used as a basis for the general processes, analysing "how it was done" and "how it could have been done". Prior to the implementation of the methodologies and the software systems that will assist it, measurements are taken, mirroring the processes that are applied to private companies. During this phase, we will carry out a mapping of the processes which affect the contracting. Also, a series of "good practices" will be followed. This will yield a direct benefit but could affect the whole organization, the response times, the deliverables qualities and their costs. In addition, it allows organizations external to the University of La Rioja to participate in an internal process and to be controlled as if they were an internal department of the university, encompassing also external processes and information in a single controlled and secure repository. Information about the tender will be collected and processed, tracking all the people and documents, their origin and destination as well as their history. Next, it will be conveniently structured according to the methodologies defined by PLM, based on different typologies of project management and documentation (SCRUMM, PMP, PRINCE2, AGILE ...) to find a series of short-term objectives, conducting a study on which are the most repeated problems in the tender. Subsequently, we can consider medium- and long-term objectives, which encompass a greater part of the process. Once the system and methodologies can be applied, they will be implemented in order to get the results that define the profitability or productivity offered by this technology and its benefits in the short and long term. Finally, we will discuss and compare the results obtained with the implementations of methodologies, good practices and software that the private industry has been using as part of their day-to-day, and what should be the direction of the public administration in these aspects.
